Not much of a response.
From the "answers" webpage:
Why did we pay more than the Clark County assessed value from two years ago?(04/06/2020)
ANSWER: The City of Camas paid less than market value as established by a professional appraisal. (Jerry Acheson, Parks & Recreation Manager)
LOL. That's not an answer to the question. The question is, why did the appraised value increase 700% over the last 2 years, oddly during the exact time we were negotiating to purchase the land?
Maybe Jerry "misunderstood" the question.
UPDATE: Looks like the city is responding a bit to some of the claims discussed here on WATCH Camas around the suspicious valuation of these properties.

I finally signed up Fella's, you guys pulled me in. Very interesting articles and good updates. Now, I know the Legacy Lands vision has been going on for some time with previous leadership, like you point out. I'm confused how the City is making this extremely time-sensitive going into Monday night's meeting in the middle of a National/Local health and economic crisis, with much uncertainty with our citizens and local businesses? Thanks for digging up the information on the appraisal and taxes on the one piece of property in question. I don't remember the Councilor's reviewing any of this information at any previous meetings over the past 6 months, and there's no Council Workshop to discuss the details tomorrow night? Are they having the Council Workshop in private tomorrow with no public involvement? How's the City Council going to vote on this massive land acquisition package with no posted public notice's and documents included in the agenda on the City of Camas website? Boy, I'm confused and would like more information, something again is not adding up.
@Phil Williams Man, Higgins exit timing was just too good. BTW, isn't he a real estate developer now? Good story on this here: https://www.watchcamas.com/forum/green-space-recreation/project-check-in-former-mayor-introducing-the-camas-legacy-lands-project-to-camas-back-in-2017
If true, in that timeline they would have been also negotiating the sales price on behalf of taxpayers at the same time. Scott Higgins said this thing was happening three years ago at the state of the community. There was a slide he showed that said something like $4m total cost for all the land acquisition needed to make a full loop of greenspace around Lacamas lake.
@John Ley Was the property rezoned? Because if that's the reason for the appraisal increase, that means the City of Camas approved that rezoning, and in doing so, cleared the way for a new subdivision of homes on the shore. Two years ago.
